The HCV program assists low-income households. Families are selected from a waiting list and are determined eligible according to income limits and eligibility requirements established by Housing and Urban Development. The Family Self-Sufficiency (FSS) program is a HUD initiative. This program will help families with a housing choice voucher gain economic self-sufficiency and also receive a financial reward. The FSS program will promote self-sufficiency among participating families, through referrals to job readiness services, job training, education and career counseling. The financial incentive is the escrow account opened for the family as their income increases based on wages.
