In the beginning (1980s), WGS84 was based on the same Doppler reference frame as NAD83. Both reference systems were therefore compatible with each other, at least to the accuracy of the Doppler reference frame (about a meter). On Jan 2, 1994, a new realization called WGS84(G730) was introduced. This version was derived from the International Terrestrial Reference Frame ITRF91. This was the point at which WGS84 was no longer compatible with NAD83.

In January 1994, GDA94 and the International Terrestrial Reference Frame (ITRF) coincided. At around the same time, the WGS84 reference frame was also aligned with ITRF. In January 1997 WGS84 was re-aligned with the then current version of ITRF, within a few centimetres. It is a false assumption that a coordinate value based on the 1927 North American Datum is less accurate than one based on NAD 83 or WGS 84. The coordinates for the same location are different. But given that the datum of the coordinate matches the datum used on the map, you will see no difference in the physical location. See similar questions...

I think the proposition of doing a "datum shift" between NAD83 and WGS84 is a waste of time. The difference between the two is the philosophy of how an inertial datum should be defined, and is ignored by all but a handful of geodesists that are working at extraordinary levels of accuracy. NAD83 and NAD27 indicate the "UTM projection", or the "Datum". UTM coordinates assume that the earth is flat within an area called a Zone. The calculation that allows to obtain UTM coordinates is different now (North American Datum 1983 or NAD83) than the one used during the first atlas (North American Datum 1927 or NAD27). The two ellipsoids are effectively identical. When the WGS84 system was developed it was based on the GRS80 ellipsoid, but computational techniques resulted in a small difference in the flattening. If you refer to the availability index, you will see that the areas where labels display without lines are classified as either "Alternate Source" or "No Data available".
