This is the result of a faulty ballast. The faulty ballast usually has a small break in the internal wiring which makes contact when the light is turned on. As the ballast gets hot, the break expands causing the light to go out. After the ballast cools, the lamp relights, and the process starts over. The ballast must be replaced to correct the problem.

By default, the Content Editor highlights your text assuming that it is screenplay dialogue, changing the text colour and properties accordingly. This can cause a small amount of flickering that might be noticeable on some machines.
