I will assume it is damaged as in not just discolored. (For that you can repaint it after coating the discolored areas with shellac,or using a shellac/paint product). You should just cut out the area that is bad. Cut to the center of the joist, to leave the ceiling up there with something behind it, and exposing half the joist for you to mount to.
