Yes, grass will definitely grow in the mulch. The cedar mulch does not chemically retard the growth. I believe this misconception stems from mulching without reseeding in thick cedar areas where no grass remained under the trees. If there are seeds there they will grow, but if there is nothing, the results are predictable. This is why we recommend seeding many of our clearing jobs.

A protective mulch (salt marsh hay, pine boughs, straw, etc.) can be applied after the ground is frozen, and removed with the first thaw. Here in the Midwest that is very hard to do - since we typically have a December thaw, a January thaw, and Feb. and March thaws.
