Section 8 HAP payments (i.e., "pass through payments") seem more like a fiduciary Fund as opposed to a Proprietary Fund - similar to a Pension Fund (non-expendable). Please explain HUD's position on this issue. Flow through payments should be booked as Revenue with a corresponding HAP expenditure in the Enterprise Fund.

Section 8, also known as the Housing Choice Voucher program, provides rent subsidies for eligible low-income families. The rent subsidies, in the form of Section 8 vouchers, allow families to pay 30% of their family income toward the rent while the program makes up the difference up to the HUD-established Fair Market Rent (FMR).

All section 8 only entities are required to file the unaudited and audited financial information to REAC as required by the Uniform Financial Reporting Standards rule.

A PHA should not set up a receivable for a gain contingency. It should be disclosed in the Notes to the Financial Statements under Commitments and Contingencies. Yes, remember FSS investments are not available for use by a PHA unless the participating family is terminated from the FSS program or forfeits its FSS escrow. Section 8 provides residents with mobility; that is they may choose to use the voucher in their current unit or use it for any other apartment in the city or throughout the country. In addition, residents who are in an overcrowded apartment can receive a Section 8 voucher for their current unit and a second voucher to allow family members to relocate.

Section 8 is a Federal program administered nationally by the Department of Housing and Urban Development (HUD). However, the program is administered locally by public housing authorities or other designated agencies and organizations. The Housing Choice Program was created in 1974 by an act of Congress in the Housing and Community Development Act of 1974 (Section 8 of the U.S. Housing Act of 1937, as amended).

Section 8 has a voucher program. Vouchers may be used to help pay for rent in both market rate and affordable housing developments. To apply for a voucher, contact your local public housing authority to obtain an application and the list of all the necessary documents.

The Section 8 Program assists low-income households. HACP selects families/individuals who meet income and eligibility guidelines. A participating household may choose to remain in the unit they are currently living in or move to a unit anywhere in Pittsburgh. The voucher is portable, so the families may actually move anywhere in the US, however, they will need to contact the housing authority of a municipality they plan to move, since they will no longer be serviced by HACP.

In order to be eligible to participate on the Section 8 Program you must first be on the waiting list. Certificates/Vouchers are given to persons on the waiting list who applied by date, time and federal preference. The Section 8 waiting list is currently closed, we are not taking applications at this time.

Eligible participants pay 30% of their adjusted gross income per month for rent and the Housing Authority sends the difference directly to the landlord.

Decatur Christian Towers accepts Section 8 payments from the Housing Authority of the County of DeKalb, Georgia and the Housing Authority of the City of Decatur, Georgia. If you receive Section 8 from another housing authority, your Section 8 may be transferred to one of these two local housing authorities. In addition, Decatur Christian Towers has forty-three (43) Section 8 slots.

Atlanta Housing Authority's Housing Choice Programs Division administers our Section 8 program. Applications for Section 8 vouchers are accepted only when our waiting list is open. Our waiting list is now closed.

Emergency priority is given to Victims of Domestic Violence, Intimidated Victims or Witnesses in a crime, families facing eviction or with life-threatening health issues. Emergency priority is also given to families living in apartments where the landlord hasn’t corrected Housing Quality Standards violations.
