A dual-layer disc has two layers of data, one of them semi-transparent so that the laser can focus through it and read the second layer. Since both layers are readable from the same side, a dual-layer disc can hold almost twice as much as a single-layer disc, for over 4 hours of video (see 3.3 for more details). Phase change material is the recording medium in DVD-RAM discs. The molecules of phase change material can take on two distinct states: amorphous or crystalline. Before recording, the phase change material is in its crystalline state. During recording, the laser quickly heats and then cools the material causing it to become amorphous at the data mark area. When the disc is erased, a lower-powered laser is used to return the surface material to its crystalline state.

It's true, you could make a DVD-10; that is essentially two DVD-5's pressed back-to-back - one PAL, one NTSC, but this gets complicated and adds expense (not as much as making two separate fully-packaged formats, but more than just a simple NTSC DVD-5).
