Yes there is. You can decode a MP3 into a WAV file with L3dec (pick it up on the encoders page). But there are also MP3 players that can decode a MP3 into a WAV file, WinAmp is one of them, go to the 'prefs', then 'output' and select 'wav file output'. When you have a WAV file you can record that on a audio CD with a CD recorder program, like Easy CD Creator.

What is a Super Audio CD? Will a SuperAudio CD play on a regular CD player?

You recorded it on a CD-RW disk. Most newer computer drives read these fine. Very few audio players will read them at all. You recorded the CD as a data CD or as a multi-session CD. Audio players will only read audio CDs, and even on audio CDs, they will only recognise the first "session".
