Many states and various national professional organizations are working on recommendations for allocating ventilators and other components of mass casualty critical care. The challenges involved are enormous. The situation posed by a severe pandemic is, by definition, one in which resources of both people and equipment are insufficient to meet the needs for a limited period of time. In an overwhelming pandemic, more ventilators would be needed than could possibly be stockpiled.

Other states have collected this type of information for many years. For example, Wisconsin and Illinois have collected inventories for nearly 15 years. The DNR Air Quality Bureau also collects annual emission inventories from about 300 of Iowa's largest sources of air emissions that are subject to the Title V Operating Permit program.
