These operating systems do not have native Japanese language support, like Windows 2000 and XP have. There are some games that simply will never work without native Japanese language support. Some games will run with the use of third-party programs that enable Japanese characters on Windows 98/Me, such as NJStar Communicator or AsianSuite.
