If the product is individually foil wrapped, you need to remove the wrapper. Bend the light stick (or any chemical glow product) until you hear a little snap. There is a small ampoule inside the stick filled with a chemical and a different chemical surrounds the ampoule. When the ampoule is broken - the two chemicals mix and the glow product will start to glow. Finally, shake the product a little to mix the chemicals and create a nice even glow.
