The New NYC Construction Codes may be viewed in their local law format via the Department's website at: www.nyc.gov/buildings. The new NYC Construction Codes enhance safety while providing opportunities for cost savings, efficiency, and sustainable building. Putting safety front and center, the new Codes preserve the best of the current code and enhance requirements for fire protection, construction safety, and structural integrity requirements for new buildings.

A consensus-building model was used to develop the new construction codes for New York City. Thirteen technical committees established by the Department of Buildings' Model Code Program reviewed the International Codes (I-Codes) and the current New York City Building Code line-by-line, incorporating referenced standards from the National Fire Protection Agency (NFPA) and other national organizations and modifying the I-Codes for New York's unique, dense, and urban environment.

The new codes apply to new buildings and construction, although select provisions, including those regarding enforcement and construction safety, will apply to all work performed following the effective date of the new codes.

The Building Code - which sets forth regulations for construction - is one of four codes in the new NYC Construction Codes. Other codes that have been revised as part of the Model Code Program are the Fuel Gas, Mechanical, and Plumbing Codes.

Local Law 99 of 2005 contained the new Plumbing Code for New York City and certain administrative portions of the new construction codes. It called for submission of a completion bill prior to July 1, 2007. The bill containing the remaining four codes and necessary revisions to the administrative provisions is the completion bill. When passed, the complete body of the new codes is scheduled to become effective July 1, 2008.

Because the I-Codes that will form the basis of the new codes are already used in New York State, New Jersey, and 48 states across the country, many industry professionals are already familiar with their format. Additionally, the Department of Buildings will partner with educational providers to implement a training program for Department staff and for the affected communities.

Copies of all building permits are sent to the Assessor's Office by the cities and County. If the construction is new (such as a room addition), a reappraisal is required. If the construction is for replacement, repair, or maintenance, a reappraisal is not required. In appraising new construction, the market value of the addition is determined and added to the value of the existing property. The existing property, however, is not reappraised.

The purpose of maintenance is to preserve the serviceability of existing pipelines. If a pipeline segment cannot fully and safely operate as designed without the completion of a certain task, then that task should be considered maintenance. Repairs to a pipeline, including replacement of one or more pipe joints, necessitated by threats such as corrosion or third party damage, should be considered maintenance.
