No. An EthIR Beam receives infrared frames from an infrared device and delivers these to the EthIR Switch. The EthIR Switch then translates these infrared frames to Ethernet frames (and vice-versa) forwarding and receiving frames to and from an Ethernet network. An Ethernet hub cannot translate infrared frames. That is the purpose of the EthIR Switch.

A switch can send packets directly to the computer that's connected to LAN. A router is a combination of a switch and a Network Address Translator (NAT). The NAT function in the router allows sharing a single IP address provided by the ISP with PCs connected directly to the router/switch or switch connected to the router. Basically if you are not planning to share a broadband connection in your network, than an Ethernet switch is efficient enough.
