Based on what I've been able to learn about thyroid hormones, there seems to be more of a complementary relationship at work. TSH stimulates production of T3 and T4. T4 is the "prohormone", the storage form that comprises the majority of thyroid hormone in the body at any time. It has two iodine molecules and lasts 14 (? or longer, not sure) hours in the body.
