Chlorine is added to the water for disinfection. It killls disease-causing microorganisms called pathogens. The Safe Drinking Water Act requires that a chlorine residual be maintained throughout the entire distribution system. To accomplish this, sufficient amounts of chlorine must be added at the treatment plants and at booster chlorination sites located in certain areas of the distribution system.

Sometimes, after hard rainstorms or during high spring runoff, more chlorine may be added to ensure that your water is safe to drink. It sounds as if you have a problem with Hydrogen Sulfide in your water. Water absorbs this gas as it passes through the ground. When you turn on your faucet, you actually vent the gas from your tap water. Hydrogen sulfide can be treated with oxidation and carbon filtration. Typically the cause is water staying in the water heater too long. This causes the water to turn stagnant. Single handle type water faucets are typically being used in these situations and are not being fully turned to the cold position.
