The races in Wish? will not be identical. Each race will be different in a wide range of ways, mostly modifiers on skill. Powers and Abilities are there to help you in the quest for perfection, although they come at a price. Abilities are what you can learn from a result of the character class you chose to be when creating your character. These usually have an instananeous effect, rather than mostly passive effects of Powers. Many of them can be very helpful in gaining experience, as they can be used against NPC's in quests where they're involved.

Every gangster has a criminal level associated with them, when the game starts it's empty. If a police officer sees a gangster perform a crime, the gangster's criminal level will increase, if a gangster's criminal level is past a certain point, and a police officer sees him, he will try to arrest him. Once arrested your gangsters go to jail, and can be bailed out via the Legal Overview window.
