Each Forest Service road serves a specific need in the management of the national forest. These roads are constructed and maintained with funds appropriated by Congress. Some of these roads may not be open to all types of vehicles. For example, most national forest roads are constructed and maintained for high clearance vehicles such as pickup trucks, sport utility vehicles, and commercial trucks as opposed to ordinary passenger cars.

Although it is not anticipated, some roads might be closed during drilling operations or other periods of heavy use to reduce potential safety hazards. Certain areas are closed seasonally when the roads are wet and impassable and considerable road damage would occur. There are some areas that are closed temporarily to all motorized traffic (i.e.Sage Hen & House Creek), to protect big game that winter in those areas.

If you plan to ride on the 'roads' then yes you must be a licensed driver and your vehicle must be licensed as well. However, a drivers license is not required to ride 'off-road'.
