Yes, the PTC sets the limit based upon a formula of 1 taxicab for every 1900 inhabitants. The number is currently set at 613 taxicabs. This number is adjusted each year based upon a census update. The theory of limiting the number is based upon the thought that there should be enough taxicabs to serve the public adequately but not so many as to cause the taxicab drivers to operate at a loss.

If you bring a customer to Hillsborough County and stay with the customer while they are here and then you return them to your county, you do not have to be licensed by the PTC. If you drop them off, leave and then come back at a later time or date, you must be licensed by the PTC. For example, if you bring someone to a football game, concert or restaurant and stay to return your customer, you do not have to be licensed.

The Clerk's Office receives the initial paperwork from the Hillsborough County Jail after a felony arrest. If a wrecker service performs service for any governmental agency in Hillsborough County, they must possess a Certificate from the PTC. This primarily pertains to those desiring to be on a particular law enforcement "rotation" list but, it also includes services performed for other government agencies such as public schools, government offices, parks or fair grounds.
