Some libraries have routines strupr and strlwr or strupper and strlower, but these are not Standard or portable. It's a straightforward exercise to write upper/lower-case functions in terms of the toupper and tolower macros in <ctype.h>; see also question 13.5. When teaching students to read and write simultaneously, instruction of lower case letters first works best. This was very carefully considered. Folding letters to lower case does hide information (and we're not really sure what it does to non-English languages), but on the plus side, it reduces the size of the database. In the end, testing with case folding resulted in no change in the false positive rate, and a small reduction in the false negative rate, so that's what we do.
