EBT stands for Electronic Benefit Transfer. This is a safe, easy and convenient way to use your food stamp benefits. With EBT, you will be using a plastic card called the "Cardinal Card", and a four-digit Personal Indentification Number (PIN) to purchase food items at participating grocery stores.

Our goal is to help make your move as easy as possible. We’ll make your travel arrangements with our authorized travel agents and coordinate with the moving company. We’ll also provide temporary lodging for you, as close to your work site as possible. All you have to do is be home when the movers arrive and be ready to go – we’ll do the rest!

The manufacturer of the EBT, a maintenance representative certified by the manufacturer or by a state health agency or other appropriate state agency (see 49 CFR Part 40 - 40.233 - "What are requirements for proper use an care of EBTs?" Subsection (5).)

There are several other EBT applications, including smart cards, hybrid cards and direct deposit. Smart cards are plastic, credit-card-sized cards with computer chips embedded in them. Hybrid cards have both computer chips and magnetic stripes.

After you receive your EBT card you must attend an EBT class. EBT classes are held at the agency every Tuesday and Thursday at 2:15 p.m. You must have your EBT card with you. You will receive a PIN for your EBT card at the class. You do not need an appointment to attend an EBT class.

You can call customer service at 1-888-672-7328. A recorded message with instructions will ask you to enter the card number, then your social security number then 4 digits to be used as your pin number (your choice). At this time, the procedure for individuals without a social security number is to use their birthdate. It is recommended that at least temporarily, those without socials should come in and activate the card in the DSS office.

Call the customer service line at 1-888-622-7328. The number can be located on the back of your card. Any remaining balance at the end of the month is rolled over into the next month.

With EBT, you apply and are eligible for benefits in the usual way, by completing an application at the local DHHR office. Once eligibility and the level of benefits have been determined, an account is established in the your name. Food Stamp, monthly WV WORKS and Child Support Incentive benefits are deposited electronically in the account each month. A plastic card, similar to a bank card, is issued and a Personal Identification Number (PIN) is assigned to access to the account.

How will I get an EBT card and Personal Identification Number (PIN)? A. The EBT card comes in the mail. You also will receive a (PIN) in a separate mailing. You need both the card and PIN to use your Food Stamps and your monthly WV Works benefits.

After you swipe or insert your card into the Point-of-Sale (POS) terminal at a store or at a Cash Machine (ATM), you enter your (PIN) and follow the instructions.

Call the 24 hour toll free phone line- 1-866-545-6502 to report the lost card. The existing balance on the card will be secured and a new card will be mailed the next day.

There is never a charge for using your EBT card to buy food from your Food Stamp account. You may use your EBT card to make a purchase and get cash back at the same time if you receive WV WORKS monthly benefits or Child Support Incentive benefits. You may do this as often as you want with NO transaction fee. At cash machines (ATMS), the first two withdrawals each month are free. For each one after that, 85 cents ($ .85) is taken out of your cash account.

Since 1956, the EBT has been owned by the Kovalchick family of Indiana, PA. In 1960, Nick Kovalchick began the operation of tourist trains. Today, his son Joe continues the tradition and will do so for years to come.

There are two easy ways to check: Always keep your store receipts that show your EBT balance. Check the receipt from your last purchase. It shows your available balance. Or, you may call the Customer Service Help Line at 1-866-281-2448. Some retailers may have a machine located at their customer service desk that may be used to check your balance before you go through the checkout line. Always know your available balance before you go shopping.

Intentional misue of the EBT card is a crime. You may be disqualified from the Food Stamp program and may be prosecuted if you use your card for illegal purposes, which include selling your card and PIN for cash, drugs, or other items, or exchanging food stamp benefits for cash at a retailer.

Probably where you shop now. All stores that take the EBT card should have a "Quest" or Cardinal sign on the door. If you do not see these signs, ask the store manager or clerk if they accept EBT before shopping.
