Yes, there have been DSL capable modems and service providers for some time. In fact, this is common in parts of Europe. So this is not an issue. What makes ISDN different is the underlying signal on the line is fundamentally different than a POTS line. This means that any physical layer hardware has to be compatible with ISDN (and conversely it is incompatible with POTS lines).
