The Virginia Tech Certification Authority is a service at Virginia Tech that is responsible for issuing and managing digital certificates and public keys for Virginia Tech affiliated entities. The VTCA is the core of the Virginia Tech Public Key Infrastructure (PKI). The VTCA guarantees the identity and the authenticity of the entities it issues digital certificates to by using approved policies and procedures outlined in the Virginia Tech Certification Policy (CP) document.

Not just anybody can issue trusted SSL Certificates. If they could then there would be no trust in SSL - and it could no longer be used commercially. Instead only Certification Authorities, or CAs as they are commonly known, can issue trusted SSL Certificates. CAs have generally invested in establishing the technology, support, legal and commercial infrastructures associated with providing SSL certificates.

The Controller of Certification Authorities as the “Root” Authority certifies the technologies, infrastructure and practices of all the Certifying Authorities licensed to issue Digital Signature Certificates.

When the Certification Authority receives a public key it waits for a user’s registration form. The Certification Authority makes further checks and once satisfied creates a digital certificate. The certificate includes some of the information the user supplied and the user's public key.

If a colleague sends you their public key over the network, you could not be certain it was from them. A hacker could have sent you an email with a public key in it saying it was from your colleague. But the public key could actually be the hacker's. Certification Authorities solve this problem by acting as a trusted third party. They essentially create an electronic document containing the public key with its "owners" name and digitally sign it.

In the context of identifiers, an authority is the entity that controls a namespace. With XRIs, an authority may host a server that provides XRI resolution services. These servers are analogous to nameservers for DNS. Multiple authority namespaces may be hosted on a single server.

There is no problem with your card. Your Personal Identification Number (PIN) is not printed on the card because it is typically an individuals Social Security Number (in the US) or other National ID Number such as a passport number, etc. Due to the potential misuse of the number, should it fall into disreputable hands, we do not print the number on the cards. Photo ID cards and newer certification cards do not have the abbreviation PIN printed on them.
