You may be using UV (pigment) inks on a dye-based media that does not have a UV compatible coating. This will cause the UV ink to remain on top of the paper rather than "soaking" into the coating to dry.

The streaks that appear on your windshield are caused by deposits of road film that get trapped under the wipers. Once the vehicle has been washed and the glass is clean, the next time you use the wipers you are moving the residue on the blades across the clean glass causing streaking. A solution to this is to use a paper towel or cloth with white vinegar or window cleaner on it and run it across the wiper blades. Also, replace the wiper blades at the first sign of wear. It is best to reschedule you physical exam if you are on your period. The pathologists at the lab reviews your pap smear to detect any abnormal pre-cancerous cells. If the number of bacilli is less than this, the chances of detecting them are less. In such a case, the sample should be subjected to concentration techniques such as Petroff's method. I use ovencleaner. Chas Klensch, Underground Press, NYC I understand that oven cleaner is basicly lye, which is what the old timers used. I read somewhere not to use lye for cleaning (I think they were trying to sell some sort of chemical instead) so I ran out and tried it. It works so well on metal type that the stuff looks new.
