The answer I was given for this question is that the HCPCS coding system does not support all drug types. The J Codes only address chemotherapy and injectable drugs, not all the drugs that might be administered to the patient. In the institutional environment currently, it is only necessary to identify chemotherapy and injectable drugs, primarily for Medicare, due to the high cost and the need for separate reimbursement considerations.
