If you don't provide an email address to send a notification email to, then we will search our own records and spider the site looking for the best contact email address. Once we have an email address to send to, we send an email to them informing of your link and asking for a reciprocal link. If we haven't heard back, we keep track of how long ago you sent the email and send a second request / reminder.
