First of all, make sure your encoding settings is correct. For example, there are several encoding standards for Chinese, you need to know which one is used on your system. If you are running a local session, unicode is the standard of Mac OS X. If you are running a telnet session, be sure you turned on the 8-bit data path. The Unicode Collation Algorithm specifies how collation works for a single context. In this respect, mixed Japanese and Chinese are no different than mixed Swedish and German, or any other languages that use the same characters. Generally, the customers using a particular collation will want text sorted uniformly, no matter what the source. If you are using Microsoft WebFolder, it apparently has an incompatiblity bug that it sends in filename in unknown platform-local encoding instead of UTF-8 (This seems to have been fixed in some latest release, but still have not verified which exactly is the one). General answer is no, because actually PlCoacher supports only simple text formats (that are used in European languages) and does not work with texts in such languages as Chinese or Japanese.
