Application for a Building Permit is made at the Department of Public Works and Environmental Services, Permit Application Center at 12055 Government Center Parkway on the 2nd floor. Normally, Building Permit applications require the submission of building construction plans and a plat. The application is then reviewed for compliance with various building code requirements and to ensure that the nature and location of the proposed construction complies with Zoning Ordinance requirements.

Application for a Building Permit can be made by the owner or lessee of a building or agent of either or by the registered design professional employed in connection with the proposed work.

After contacting the Building Division, you will have to complete an application for a building permit. It will require basic information about the project, such as who will perform the work, what work will be done, and how it will be done. The application process also will require you to submit drawings, plans or other documents for review.

Property owners must be verifiable by County Assessor's records. If the property is owned by a corporation, the signature must be that of an officer of that corporation. If the well drilling contractor submits the permit, the signature must be that of a sole proprietor, partner, officer, "Responsible Managing Owner" (RMO) or "Responsible Managing Employee" (RME), verifiable via the California Contractors' State License Board (CSLB) website.

Building Permits are issued as authorized by the Building By-law. All Contractors who perform work authorized by a Permit must: hold, or employ a Person who holds a valid Journeyman Trade Certificate which is applicable to the work being performed. The Owner of a Detached Single Family Dwelling may perform work authorized by a Permit on his own residence.
