Balloons don't float for a number of reasons. A balloon must be inflated with helium for it to float. If it still does not float, make sure that you are blowing the balloon up to its full size. An underinflated balloon is the most common reason for a balloon not to float. Do not fill a balloon smaller that 9" with helium as they only float for a few hours.

Depending on the care given, a balloon envelope may last 500 or more flying hours. Considering that most balloon pilots only fly 35-75 hours per year, most balloons will last a long time. You must inflate 100% wrinkle-free using the same equipment you use to inflate your latex balloons. NEVER use the automatic shutoff inflator for the OUTER Bubble because it does not have enough power to inflate a Bubble 100% wrinkle-free. If you inflate the inserted latex balloons with air, AND the Sparklet with helium, the inner latex balloons will grow until they finally POP (usually within the first day). You MUST inflate both the inserted latex and outer Sparklet with helium. If you do not need the Sparklet to float, you can use nitrogen (or compressed air) in BOTH the inner latex and outer Sparklet. Balloon pilots prefer to fly early in the morning and late in the afternoon because winds are often light and predictable. During the middle of the day, winds normally increase and the air is less stable. Since balloons don't have wheels to land on, they are normally not flown unless the surface wind is less than 10 miles per hour.
