Corruption has a negative impact on the scale, form and growth rate of private sector development. It has both direct and indirect consequences for the conduct of business. Corruption helps distort the market by redirecting economic activity from one sector to another. In so doing, corruption destroys the structure and pattern of economic development and reduces the efficiency of economic activity.

Its impact is difficult to measure directly because corruption normally occurs within institutions, which have other inadequacies and weaknesses. It is therefore difficult to separate out corruption as an independent variable especially because corruption appears to be both a cause and effect of inefficient and unaccountable institutions. What is clear is that, when taken with other forms of institutional weakness, corruption is a cause of low economic growth.

Paradoxically, increasing the flow of aid can increase the levels and costs of corruption. Most obviously, it provides new resources to plunder but, more subtly, it is fungible, interchangeable, which simply means that money going in for one purpose frees up other money for another, potentially corrupt use.

Corruption has a devastating impact on the environment. It is the enemy of environmental protection and a major obstacle to environmental management. Where natural resources are abundant, the incidence of corruption appears to increase. Corruption helps accelerate the exploitation of resources without regard to environmental impact. Natural resource development is usually capital intensive and this commands the attention of corrupt politicians and officials.

Eradicating poverty requires macroeconomic stability, economic growth, improving institutional capacity, and investing in services such as education and health that particularly benefit the poor. High levels of corruption can threaten economic stability, slow down growth, weaken institutional capacity and reduce the resources available for social programmes.

Corruption in all its forms constitutes a violation of the human rights of the people who experience it. Governments who are complicit in corruption are failing in their duty to protect and promote human rights. The struggle for human rights and the struggle against corruption are intimately and inextricably linked because corrupt governments are no respecters of human rights.

Given the key role of the private sector in developing the subregion, the thrust of the GMS Program is to improve the environment for doing business in the Mekong. The GMS Program aims to expand cross-border business activities by improving connectivity among member countries, and implementing measures to promote GMS countries' competitiveness. This is made possible through developing economic corridors-East-West, North-South, and Southern- and promoting improved trade facilitation measures.

Under a publicly funded scheme the contractor would make a profit from constructing the building and service companies would make a profit by maintaining the building fabric, the heating boilers and other plant and services. In a PFI project, the private sector does both of these and also provides the money required to fund the construction of the building and will expect to profit from this additional investment.

We help indirectly by advising governments on policies that create a business-friendly climate. For example, we encourage tariff rationalization, fair tax systems, and protection of contractual and property rights. We help directly by funding and supporting private infrastructure projects, private equity funds, and financial institutions. We mobilize international capital for private enterprise.

In many areas around the country, activities by private sector firms play a significant role in the implementation of ITS across a region. This is especially true in traveler information services. How States and other regional stakeholders interact with these private ventures will depend upon current and emerging business arrangements of the public agencies and the private firms.

The Park does not impact private property. Some property owners have been concerned that the Park Board would condemn their land for park use, or that the Park Board would control how and what they built on their property. To address these concerns, the Park Board adopted a Private Property Rights Protection Policy. The Park Board has pledged not to infringe on private property rights to achieve its goals and objectives. The Park Board will not condemn private property.

Funding must be provided at fully commercial rates under European "State Aid" rules to prevent giving businesses in one member state a commercial advantage over similar businesses elsewhere. Because there are very few commercial investors operating at this low level, there is no established market rate.

SL approaches are very much rooted in current thinking about public/private partnerships and the need to mobilise all resources in order to combat entrenched poverty. The need to work in partnership with both the public and the private sector is stressed as one of the six principles that underlie SL approaches. The SL framework in its more detailed form explicitly mentions the private sector (within the Policies, Institutions and Processes area).

But having a 'saint' as president who is personally immune to corruption does not ensure that the government will be equally pure. When levels of corruption are high, it is possible to determine a structure of corruption that stretches from the lowliest clerk to the presidential palace, from the rural areas back to the capital and each layer of corrupt officials blames the one above them.

The British economy needs a healthy, profit making private sector. It generates the wealth we need to fund all our public services, including the NHS. In England the NHS spends over ?7 billion each year with the private sector buying the goods and services it needs. Drug manufacturers, equipment manufacturers, food suppliers, and building maintenance companies all make profits from the purchases made by the NHS. When the private sector builds a hospital using public funds it also makes a profit.
