If R executes an illegal instruction, or dies with an operating system error message that indicates a problem in the program (as opposed to something like “disk full”), then it is certainly a bug. If you call .C(), .Fortran(), .External() or .Call() (or .Internal()) yourself (or in a function you wrote), you can always crash R by using wrong argument types (modes). This is not a bug.

If you have not read How to Report Bugs Effectively, please take a few minutes to do so. (Important: do not send bug reports about PhysioNet to the author of How to Report Bugs Effectively; he is an innocent bystander.) Bug reports should provide enough specific information to permit duplicating your problem.

Not yet. GIMP does use MMX and SSE low-level instructions. The guess is that any gain from higher-level instructions would end up being swamped by having to push pixels back and forth to the graphics card, but we would love to be proved wrong :) The GEGL project is a more logical place for this kind of thing.
