Students should begin the process 12 to 24 months prior to beginning classes. The academic year usually begins in August/September, with many schools, however, offering beginning sessions in January. The student owns the work regardless of whether he or she used University or state funds in the production of the work. There could be an unusual case where a student used extraordinary (expensive) resources of the University, like a supercomputer or something really expensive, such that might give the University a reason to want an interest, but it would have to work out such a deal with the student. I don't think it would happen automatically.
