This is possible using programs that "trace" your image, or for better results that take more time, by hand. Software methods do not work perfectly, or even well in many cases. Photographic images are hard to get good results from, but outline images generally work reasonably well. A free software package that can trace bitmap images into vectors is Inkscape, which uses the Potrace engine.

In standard X11R6 (and later), in addition to the fonts in "scalable" formats (i.e. Type1, Speedo), bitmap fonts are scaled. This can have the undesirable effect of scaling a bitmap font, even though a Type1 font is available (if the bitmap font is listed first in the path). There are a couple of ways. The best and quickest way, if you can open the file, is to zoom in on the edge of a letter. If you see lots of little squares (pixels or bitmaps), you have a raster file. If it looks clean like a line that you draw with a ballpoint pin, you more than likely have a vector file. The second way is to look at the file extension. See similar questions...

Currently, there is no way to convert a raster project into a vector project. This means there is no way to get rid of the bitmap. You need to export the information as a vector file (MIF, DXF) to "delete" the bitmap. If you just don't want the bitmap to show beneath the digitized objects, you can go to Image | Show Bitmap.
