We are indeed able to re-plate silver, but we will need to see the piece for evaluation prior to quoting a cost for the work. After evaluating the piece, we will call you with an estimate for your approval before the work begins. First try hand polishing with a product such as NevrDull, which we sell in 5 ounce cans. Plate is a very thin layer of silver electroplated on to a thick piece of base metal. It cannot be engraved. The engraving you see on silver plate trim is actually done on the metal underneath. The plate is so thin that you can still see the engraving.
