There is no formal specification, but here is a rough description (settings are always cumulative, so 5 displays everything 4 does):

Guest - Restricted user. Can only view bookings. Cannot Book. Note that a tool can only be booked after hours (24/7) if that tool has been explicitly designated as an after hours tool.
