You most certainly can have plenum installed if you wish. The NEC does not require it though, so the decision is really up to you. Just remember that Plenum is more costly to install than PVC.

Yes, because of their light weight, you don't need to scrape the popcorn. No prior preparation of the ceiling is necessary. The tiles are made to be installed (glued) to the ceiling.
