What is the difference between Cloisonne and Soft Enamel lapel pins?

While soft enamel pins use a traditional enamel paint, Cloisonne pins are made using a glass-like resin. A characteristic of soft enamel pins, is that the paint is only filled in even so that the surface of the pin is Raised vs. Recessed, where the painted areas are recessed, and the trimming metal surfaces are raised.
