Technical Committees are responsible for specific chapters within the HL7 standard. During the drafting process, the committee chair will normally use votes of those present in a meeting to decide upon draft contents and to facilitate meeting order. Drafts are approved using the HL7 Balloting process defined below. The ballot group is not limited to members of the Technical Committee - HL7 members are given voting rights on issues.
