No. The property can remain as it is when designated and all materials can be replaced in kind with similar materials. If the roof is asphalt shingles, you can replace it with asphalt shingles of any color. You may also replace existing vinyl or aluminum siding with a different colored siding of the same material. You only need an HDC Certificate of Approval to change the materials or alter the design.

You'll need to submit a regular Service Request and indicate "Self-Help" in the "Account Number" field (this means you will be doing the painting yourself). You are most likely seeing classic chromatic aberration (CA), the details of which are explained in beautiful detail by Van Walree. (See also HyperPhysics or Wikipedia.) In short, chromatic aberration results from the fact that different wavelengths of light refract slightly differently when passing through your lens. You are not clearing the back buffer correctly. The Direct3D debug runtime clears the back buffer alternately green or purple so if you see these colours you must not be clearing it yourself.

Range Folding is basically when the radar is unable to determine the wind's velocity. This is due to the speed at which the radar transmits signals, called the pulse repetition frequency (PRF). The faster the pulses are sent by the radar the less time it has to listen for any returned signals. It occurs when the return from a prior pulse is detected during the listening period for the current pulse. Both reflectivity and velocity data are affected by this.
