If it is done anywhere with Muslim witnesses, and with Ijab (offer of marriage) and Qubool (acceptance) with the announcement consent, I think that is an Islamically acceptable marriage. Civil marriage is an institution created by the State. The legal authority to enter into a civil marriage in Massachusetts is granted exclusively by statute, Chapter 207.
