The APD Suite workbooks were designed for optimum display on a monitor using a resolution setting of 1040x768.  If your monitor resolution is on a different setting this will result in workbooks displaying as too large or small. Some XGA notebooks have the option of using higher resolutions: 1,280 x 1,024 SXGA, 1,600 x 1,200. That happens if you have more than one map theme's box checked - say, November, August and March. ArcExplorer draws the themes in order from the bottom of the theme list to the top.
