In the USA, you can make as much as you like. (You will have less hassle if you tell them you are applying for the small scale production plant of less than 10,000 gallons per year). The only requirement is that you report how much you make and that you denature it (make it poisonous to drink). Isn't that a strange way of making sure people don't drink it?
