By design, it is not possible to have two sessions of the PHONEslips program running at the same time for the same account. Close one of the sessions to access PHONEslips. You may have selected the wrong file format. In the dialog window that opens, there is a drop-down box listing all the data file types that Datasqueeze knows about. This should be set to match the type of file you are opening. If you do not know the file type, select "Unkown". Your file may have been corrupted.
