A tile flange is usually for a tub or shower receptor only. It is the raised area around the edge of the tub/receptor that goes right up against the studs. Sometimes you nail/screw it to the studs. Sometimes you don't (i.e. cast iron tubs) but they all serve the function of helping prevent water from getting up over the edge of the tub and down into the walls or onto the sub-floor.

The tile flange goes around the tub deck and sticks up behind the wall tile (or other wall finish). It prevents water from dripping off the deck and onto the floor. Floor tile adhesives (mastic) can be removed with chemical paint strippers or citric acid solvents (delemonene), which do not emit VOC fumes but are effective only on modern water-based adhesives. Mastic removers are sold in stores. We use our Lightning Strip paint & mastic remover, particularly for the old, thick, black mastic. Test it on a small area first.
