The BLM is an agency in the Department of the Interior, in the U.S. Government. The BLM manages 264 million acres of surface acres of public lands located primarily in the 12 Western States, including Alaska. The agency manages an additional 300 million acres of below ground mineral estate located throughout the country.

Because the BLM has a backlog of exchange proposals, we have found that the most efficient procedure in this Resource Area has been to work instead through a third-party. This party goes into the real estate market to secure private lands which can be exchanged with the BLM. These lands are identified in conjunction with the BLM's planning process, to maximize access, consolidate public holdings and enhance management of sensitive resources.

The BLM has implemented the new eForms in response to Federal Acts and guidelines such as the E-Government Act of 2002 (H.R. 2458), the Government Paperwork Elimination Act (GPEA), and eAuthentication guidelines issued by the OMB that instruct government agencies to provide secure and online service to members of the public.

The Federal Land Policy and Management Act of 1976 repealed the homestead laws in all states except Alaska which was closed to homesteading in 1986. But, many times the public does not understand the difference between destructive man-induced wildfires and the need for natural, or controlled fires in maintaining the ecological integrity of our upland ecosystems. The Bureau of Land Management (BLM) is responsible for cadastral survey, land and mineral use authorization, conveyances, and resource management of the public lands. This layer is based on Geographic Coordinate Data Base (GCDB) coordinate data. The PEIS evaluates amendment of nine land use plans to designate certain lands as available for commercial oil shale leasing, and amendment of six plans to designate certain lands available for commercial tar sands leasing. Three of the plans that could be amended contain both oil shale and tar sands resources, so a total of 12 plans are proposed for amendment.

Yes. If you dredge anywhere in California you must obtain a dredge permit from the Department of Fish and Game. The permit is $75 per year for residents, and more for out of state dredgers. Call Fish and Game for out of state prices. Dredging is allowed on any BLM managed land that is open to mining. Check with the BLM for closures and other mining claims.

Yes. There is no permit required to pan. You can pan on any BLM land, except land which is claimed by someone.

In this phase there will be no conflict over ownership of land. People will by now have learned to think for the collective welfare rather than for petty self-interest. This will not happen overnight, nor can it be forced on the people (as was done in the Soviet Union). But through persuasion and proper mental preparation, the people will gradually be convinced to think first for the collective.
