A detective is a plain-clothes police officer responsible for the follow-up investigation of crimes and incidents. A uniformed patrol officer responds to and handles the initial investigation of calls for police service. The detective continues the investigation started by the patrol officer but may also initiate specialized investigations directly assigned to the detective unit. In Clearwater, a patrol officer and a detective are of equal rank.

In the vast majority of city and county law enforcement agencies, a person who wants to become a detective must first serve as a uniformed patrol officer, normally for three to five years. They become eligible to apply for investigative assignment as openings occur. In some agencies, a detective assignment is a rotational assignment and the detective will eventually be returned to uniformed patrol after a set amount of time, such as three to five years.

Police officer's are trained to ask for identification first and provide an explanation second. First provide proper documentation. Every two years, the Personnel Department conducts civil service testing for public safety employees. Those candidates who successfully complete the testing are either given full time positions or are placed on an eligibility list and hired when a job vacancy occurs. If the violation took place within his jurisdiction the answer is yes. If the violation took place outside his jurisdiction the answer is less clear. There may be interagency agreements that allow police to exercise their authority outside their jurisdictions. There may also be state laws that allow inter-jurisdictional enforcement actions. One point to remember, the officer that observed the violation and issued the citation is the only person that can testify against you.

You should let the CCRB know immediately if an officer retaliates against you or threatens you after filing a CCRB complaint.
