The most likely suspects are sun-tan lotion which, among other ingredients, contain a red or yellow color additive. Left untreated, the sun evaporates the liquid from these lotions, and "burns" the color into the strap. The same effect may come from common rain water, which contains a small amount of dirt. We haven't settled on a commercially available detergent that works well to get rid of pen and marker stains on dolls. For finger marks and dust, you can use a thinner based detergent, which you can buy at hobby stores. However, some products are too strong, and can damage the dolls, so please test first on a hidden area of the body. Also, please note that thinner based detergent will wipe off the coating from the doll's surface, causing an undesirable glossiness.

It sounds like you have a prefabricated chimney with a rusted chase cover. The top of the housing that is built around many prefab chimneys has a flat metal roof called a chase top or chase cover. Homebuilders nearly always use galvanized steel chase covers that begin to rust-out after about 15-years. Eventually, the corrosion will eat through the metal and cause a serious leak. The way we remove rust from machined iron surfaces at the foundry, is with plenty of solvent (or diesel oil) and a scotch brite pad. Wear rubber gloves so you don't dry out your fingers. When the metal is shiny, wipe on a coating of oil to protect it. For areas that cannot be oiled, because of paper contact, try Johnson's Paste Wax. Rub it on heavy, and don't polish it off. It will self-polish, and protect in the mean time.

Long answer: Different steels are different (see "What's it made out of?" above). There is no "rust-proof" tool steel. The addition of carbon in iron (to make steel) means that it can corrode.
