You are required to apply for Permanent Residency at an embassy outside Canada, but you do not have to be physically outside of Canada until you get a document stating that you are eligible to become a permanent resident. At that point, you will be required to leave Canada and return again in order to officially become a permanent resident.

You may voluntarily renounce your status as a permanent resident of Canada. It is important to understand that once you give up your permanent resident status you also give up the benefits and privileges of residence in Canada, such as the right to reside in Canada and access to Canada's health and education systems.
