You're right that this was (and, in many ways still is) a commuter suburb. That's precisely what is historic about Spruce Hill. The movement of the middle class away from the central city to the edges of the city, and the transportation technology, building technology and real estate speculation that made that movement possible, mark a significant transition in American history.

The Historic District generally includes all lots fronting along Schoolhouse Hill Road, along Belknap Mountain Road from Gilford Avenue to the schools, along Tannery Hill Road, and along part of Potter Hill Road. The regulations of the Historic District require property owners to have all outside building and site changes first approved by the Historic District Commission. A Historic District is an area containing buildings, structures or places which have a special character and ambiance based on historical value, notable architectural features representing one (1) or more periods or styles of architecture of an era of history or the cultural and aesthetic heritage of the community and which area constitutes a distinct physical section of the town of such significance as to warrant its conservation, preservation and protection from adverse influences.

The district encompasses 68 square miles, and includes the City of Middleton, the Village and Town of Cross Plains, and portions of Madison,Verona,Waunakee, Berry, and Westport. The estimated population is 28,300.

An area extending for a distance of five hundred (500) feet from and contiguous to the perimeter boundary of an historic district. The purpose of such transitional area shall be to control the effect of potentially adverse environmental, visual and developmental influences on an historic district.

The District's jurisdictional boundaries are set to coincide with Harris County, a community of more than 3.7 million that includes the City of Houston. The other boundaries in which we operate - those provided by nature - are of the 22 primary watersheds that are either partially or totally within Harris County's 1,756 square miles. Each has its own independent flooding problems and present unique challenges.

The Historic District Advisory Committee is a group of five Town citizen members, who are not Town employees, or elected or appointed Town officials, that review proposals within the Historic Districts. The HDAC provides input to the Commissioner of Planning Environment and Development and a decision is rendered by him.. At least one of the members is a registered architect.

In Oklahoma City, historic preservation districts basically fall into two categories. They can be a National Register District, basically a recognition that the district is historically significant, or they can be a Historical Preservation or Historical Landmark District. These types are zoning districts, designated by City Council as an area that has special significance, and they are subject to design review when modifications are made to properties in the district.

We are located on Cedar Street, a quiet residential street, in the Historic District. Cedar Street is adjacent to the Lightner Museum as well as the Flagler College Auditorium.

Property owners have always been required to apply for a Permit before major work is performed on a building. Permits for siding, windows, porches, additions, and similar work in a Historic District are reviewed first by the Historic District Commission. HDC approved is required before the Permit application goes to the Building Department for review.

It is a group of citizens appointed by City Council, and are responsible for all the Historic Districts within the city.

The HDC reviews exterior work Permit Applications to ensure proposed work complies with local historic guidelines, which are based upon Secretary of the Interior Standards. The HDC is primarily interested in “curb appeal”. Exterior building improvements are encouraged to be architecturally appropriate.

A number of Midtown residents have expressed the desire to help preserve the historic identity of Midtown in the face of development pressures from outside the neighborhood. A Local Historic District would provide protection for Midtown's historic character while still allowing for development within a framework that encourages compatibility of design, lot usage, and mass and scale.
