Public Housing is when a Housing Authority owns and manages the property it leases. The Greensboro Housing Authority owns and manages apartments which it leases to low-income people on an income-based rental rate in the Greensboro area only. Section 8 is owned and managed by private landlords who list their property with a Housing Authority/Housing Agency who, in turn, refer prospective tenants to their property.

Public Housing refers to the 636 units of assisted housing that THA owns and manages on seven sites. Section 8 housing refers to a HUD program where income eligible families find their own housing and are assisted with their rental payments. (Rent is based on resident paying approximately 30% of the family income for rent, and THA paying the remainder).

Unlike federal developments, 21 NYCHA developments built by the City and the State do not receive any form of operating subsidy.
