Fire prevention requires 2 sets of plans, at least one of which must be sealed / signed by a NYS licensed Architect or Engineer. We retain one copy and send one to the Fire Department. The applicant does not receive any back, marked APPROVED, please supply a third set & request their return on the application. There is no fee for our building permits (same is handled by our building division.)

The number of sets you will need can vary depending on you and your builder's specific needs. Besides a set for yourself, you may need to turn a set in to your home builder, subcontractors, mortgage lender, and local building departments department. Many customers purchase the standard package of 5 sets or the 8 set package. These two packages are good for those that are going to build the home as is with little modification. The package we recommend the most is the Reproducible Media.

Usually building permits are done on a "first come, first serve" basis. Permits for single family dwellings can take from 2-4 weeks. Commercial developments usually take 4-6 weeks depending on the size of the project. Plumbing permits for new construction are usually included with the building permits. Sewer connection permits can usually be processed at the time of application as well as permits for woodstoves, inserts, and chimneys.

In most cases, depending on the location where you are building your house. Many local building departments will also require a site plan to show where the house will sit on your property. You might also need beams sized to accommodate roof loads specific to your region. Your home builder can usually help you with these type items. If you are not connecting to a city sewer system, you also need a septic design attached to your application.

ICF construction within seismic zones 3 & 4 (all of California and Northern Nevada) require that an engineer specify the structural elements of the design plan. Proper engineering will ensure that your construction project meets with local code requirements as well as ensuring proper design loads for hurricanes, earthquakes and other natural environmental conditions.

Application for a Building Permit is made at the Department of Public Works and Environmental Services, Permit Application Center at 12055 Government Center Parkway on the 2nd floor. Normally, Building Permit applications require the submission of building construction plans and a plat. The application is then reviewed for compliance with various building code requirements and to ensure that the nature and location of the proposed construction complies with Zoning Ordinance requirements.

If you are the owner or have the owner's consent, you can view building permit plans within the Municipal Hall. Please note that the District of Coldstream does not have all building permit plans. It may take a few days to research if we have any plans for your house. Owners should be aware that the District of Coldstream may not have the building plans on file.

Normally only a “plot” plan. Your plot plan is an important piece of the permit process. While it does not have to be architecturally beautiful (or usually drawn exactly to scale), it is important to give accurate dimensions between your new building and all other structures, property lines, permanent easements and septic systems. It will show the planning and zoning staff the location of your home and any other permanent structures on your property.

A single Study/Bid Set - which is stamped " Study Set -- Not For Construction" in red on each page - is a full and complete set of plans, so it is all you will need if you just want to study the plans for the time being, or want to get a bid from a builder before proceeding. When you are ready to move forward, you can either purchase 4 (or more) bond copies, or you can upgrade to a vellum copy or electronic files (if they are available).

For actual construction you will probably need seven (7) sets: 1 for a permit; 1 for contract signing (this becomes a legal part of your agreement with the general contractor; 1 for your general contractor's working use; 3 (one each) for electrical, plumbing and heating sub-contractors; and 1 for grading and landscaping. Once you've made the decision to build, do it now. Waiting can mean increased costs for land, materials and labor.

Building permits are required for new home construction, garages, storage sheds, all structure changes, electrical, and plumbing upgrades. Residential structures may reroof or overlay the existing roof covering without a permit provided there exists no more than one (1) layer and no structural elements (sheathing, rafters, trusses) are replaced. Commercial and industrial structures require permits.
